Intelligence: 92 tankers of the so-called “shadow fleet” left Russian ports last month

In November, 123 tankers left Russian ports, which is 17 vessels less than in October. Of these, 92 vessels belong to the so-called “shadow fleet”.
This was reported by the Foreign Intelligence Service of Ukraine.
Thus, in November 2025, 123 tankers involved in the export of oil and petroleum products left Russian ports, which is 17 fewer than in October. Of these, 92 vessels belong to the “shadow fleet” of the Russian Federation (77 under sanctions, 15 – not), another 31 vessels are not part of the “shadow fleet” (10 under sanctions, 21 – not).
“Russian oil exports decreased to 14 million tons (101.8 million barrels), minus 2 million tons compared to the previous month. The largest declines were in supplies to India, China and Turkey – their combined decline was 4.6 million tonnes. Supplies to other destinations also decreased by 0.7 million tonnes,” the report says.
The intelligence agency noted that the first month of US and EU sanctions against Rosneft and Lukoil led to a significant reduction in imports of Russian oil by China.
From October 23 to November 21, supplies fell from 41.7 million to 37.2 million barrels (-11%). Average daily imports fell from 1.39 million to 1.24 million barrels, and Russia’s share of Chinese imports fell from 14.7% to 11.2%.
In December, Rosneft and Lukoil announced only three flights to China, which indicates a sharp reduction in their presence in the key Asian market.
“China quickly covered the deficit at the expense of suppliers from the Middle East and Africa, in particular Saudi Arabia, Oman and Angola. In a month, these countries displaced Russia from the position of the largest supplier, dropping it to second place,” the agency emphasized.
