Intelligence has identified Russian tankers supplying oil to the Houthis


Tankers of the so-called “shadow fleet” of the Russian Federation continue to support the extremist activities of the Yemeni Houthis.

This was reported by the Foreign Intelligence Service of Ukraine.

Intelligence has established a number of evidence indicating the supply of Russian energy carriers to the Houthis.

“Thus, Russia pursues several goals: fulfilling its allied obligations to Iran (sponsoring the Houthis) in the context of joint counteraction to the United States, increasing pressure on Saudi Arabia and Israel, as well as creating the prerequisites for increasing world oil prices,” the intelligence service reported.

In particular, it was established that the tanker Maisan (IMO: 9289776) under the Panamanian flag has repeatedly delivered Russian energy carriers to the Yemeni port of Ras Isa, which is controlled by the Houthis.

In August 2024, this tanker, in order to hide the origin of Russian oil, conducted several STS operations in the Aegean Sea, and then unloaded at the port of Ras Isa. The last time Maisan supplied oil to the Houthis was in early April 2025. The captain of the vessel at that time was Russian citizen Orlyukov Vitaly.

In addition, the SZRU recorded other examples of cooperation between the Russian “shadow fleet” and the Houthis.

The tankers Palm (IMO:9281425) under the flag of Guinea-Bissau and Nobel M (IMO:9228784) under the flag of Barbados were repeatedly loaded in the Russian ports of Vysotsk and Tuapse for the export of energy to Yemen. The last time the Palm tanker was recorded in the Yemeni port of Ras Isa was in April, and Nobel M in May 2025.

Recall that in early April, the US imposed sanctions against companies in Russia that supplied the Houthis with weapons and stolen Ukrainian grain.
