National Agency for the Corruption Prevention

In Odesa, sailors appealed to the National Agency for the Corruption Prevention (NACP) regarding corruption in the State Enterprise “Morrichservice”.
The sailors complained about the inflated tariffs for the processing of certificates abroad by “Morrichservice”, reports “Intent”.
The main part of the amount is made up of mandatory organizational services, without which it is impossible to issue a document.
The NGO “Ukrainian Association of Seafarers” appealed to the head of the NACP, Viktor Pavlushkyk, with a request to check possible violations of anti-corruption, antimonopoly and administrative legislation in the work of the state-owned enterprise.
The sailors noted that the cost of organizational and technical services of the State Enterprise “Morrichservice” is 20-40 times higher than the direct administrative costs of issuing a document.
For example, the issuance of a seafarer’s identity card (SIC) in 20 working days costs 1,183 hryvnias for administrative services and 25,260 hryvnias for organizational and technical testing, for a total of 26,433 hryvnias. For seven working days, administrative services cost 1,788 hryvnias, and organizational and technical testing costs 42,000 hryvnias, for a total of 43,788 hryvnias. Thus, the bulk of the amount is made up of organizational and technical services, without which the actual issuance of the SIC abroad is impossible. For seafarers, these payments are mandatory, not an additional service.
The public organization noted that it did not find documents in open sources that confirm the legality of the tariffs and the procedure for their calculation. According to the seafarers, this creates a non-transparent and potentially corrupt situation, in which the actual cost of access to the administrative service significantly exceeds the legal fee limits, consumers do not receive complete information about the components of the payment, and the legality of setting tariffs is questionable.
According to the Cabinet of Ministers Resolutions No. 730 of June 18, 2025 and No. 441 of June 26, 2015, the issuance of a POM is an administrative procedure, not a commercial service. SE Morrichservice does not provide independent paid services, but performs auxiliary organizational functions.
However, on the official website of the company, the issuance of a POM in Warsaw is presented as a single service with a fixed cost of 25,260 hryvnias (20 days) and 42,000 hryvnias (7 days).
Earlier, USM reported that Ukrainian seafarers will be required to undergo additional safety training.
