Turkey will reduce the import duty on sunflower seeds from 20% to 12% from October 1, 2026, although the lower rate was supposed to come into effect only from November 30.

Further imports above the established volume involve payment of duties, which makes Ukrainian grain lose its price competitiveness.

According to lawmakers, this decision can increase the purchase prices for oilseeds, increase their working capital and help preserve the sown areas.

Rapeseed exports from Ukraine in the 2025/26 MY amounted to only 1.9 million tons – 39% less than the previous season.

In the six months since the export duties on soybeans and rapeseed were in effect, Ukraine has lost a total of $1 billion. Farmers have lost about $200 million.

From October 29, 2025, new trade rules between Ukraine and the EU came into force, which provide for the expansion of tariff quotas and the reduction of import duties for Ukrainian goods.

The European Business Association calls for the abolition of export duties on soybeans and rapeseed, as well as for a mechanism for refunding duties already paid.
