The Cabinet of Ministers appointed a new head of the Shipping Administration

Serhiy Gurskyi was appointed Head of the State Service of Maritime and Inland Water Transport of Ukraine (Shipping Administration).

The appointment took place in accordance with the decision of the Cabinet of Ministers of Ukraine, the department reported on its Facebook page.

Serhiy Gurskyi has 20 years of management experience in the maritime and shipbuilding sector. He began his professional career at the Kherson Shipbuilding Plant, where he worked his way from a fitter-assembler to the chief shipbuilder. Later, he headed the OCEAN Shipbuilding Plant, and for the last three years he has been managing the state-owned enterprise, the Ukrainian Shipping Register.

Among the key priorities of the newly appointed head are strengthening the human resources potential of the Shipping Administration, developing international cooperation, supporting a high level of training of Ukrainian seafarers, and ensuring comprehensive and timely provision of services.

“Today, the Shipping Administration faces an important task — to ensure stable, modern and efficient operation of the maritime industry under martial law. It is not only about the continuity of processes, but also about the quality of services, international trust and support for Ukrainian seafarers,” the entity noted.

In particular, it is planned that the Shipping Administration will continue its course towards digitalization and the development of modern services so that seafarers can quickly and conveniently receive the necessary services even in martial law.

Earlier, USM reported that in February 2025, Yevheniy Ignatenko was dismissed from the post of Head of the Shipping Administration of Ukraine. The duties of the head of the department were temporarily assigned to Mykola Kravchuk. In July 2025, the government appointed Kravchuk as the head of the entity.

On February 9, Mykola Kravchuk announced that he was resigning from the post of Head of the Shipping Administration. And the very next day, the Ministry of Development appointed Mykola Kravchuk to the post of Head of the State Enterprise “Ukrainian Sea Ports Authority ”.
