The Cabinet of Ministers of Ukraine has determined a new scheme of environmental supervision in ports
The State Environmental Inspectorate and the sea fishing ports authorities will jointly identify cases of discharges of pollutants.
The government approved the procedure for interaction between the State Environmental Inspectorate and the fishing ports authorities in cases of discharging of pollutants by vessels within the water area of seaports.
“Increasingly we receive inquiries about cases of pollution of the seaport water area by vessels discharging cargo residues or washing waters. With this decision, we establish a new lead-up to the implementation of state supervision activities. Now the inspectors of the State Environmental Inspectorate and the sea fishing ports authorities will clearly understand the action plan in such cases. Faster react and identify the culprits,” said Roman Abramovsky, Minister of Environmental Protection and Natural Resources.
Adoption of the document involves the following steps:
- Arranging of interaction and setting of clear actions of SEI inspectors and sea fishing ports authorities in case of detection of cases of discharge of pollutants by vessels within the water area of the sea fishing port (port stations, vessel bases);
- ensuring transparent implementation of state supervision (control) measures;
- reducing the risk of corruption abuse.
As USM previously reported, the Ukrainian Sea Ports Authority and the State Environmental Inspectorate of Ukraine signed a memorandum of cooperation.
