The demand for seafarer’s licenses in Warsaw exceeded the service’s capabilities


The queue for issuing a seaman’s identity card at the State Enterprise “Morrichservice” in Warsaw has actually formed before the completion of the pilot project.

In Warsaw, the queue for issuing a seaman’s identity card has actually formed until June 18, 2027 – the date of completion of the current pilot project.

The service for issuing a seaman’s identity card abroad operates in accordance with the resolution of the Cabinet of Ministers No. 730 of June 18, 2025. It allows Ukrainian citizens abroad to submit documents for the issuance, issuance and exchange of a seaman’s identity card.

During the year of operation of the service abroad, 4,302 applications from seamen were processed.

The Shipping Administration noted that over the past three months after changes in the organization of work, the number of issued certificates in Warsaw has increased by 46.7%.

At the same time, demand remains significantly higher. As of now, 5,127 entries have been made for the submission of documents in the period from September 14, 2026 to June 18, 2027 inclusive.

Because of this, the Shipping Administration is preparing proposals for further regulatory regulation of the issue for consideration by the Ministry of Recovery, Infrastructure and Transport.

The department also emphasized that no informal agreements or payments give the right to circumvent the established registration procedure.

Seafarers were urged to report offers to “find a place” or speed up registration for money to law enforcement agencies and the Shipping Administration.
