The new State Qualification Commission for Seamen has started working in Ukraine
Ukrainian sailors will soon be able to receive diploma services through “Diya”.
On Tuesday, February 14, the State Qualification Commission for Seafarers under the Shipping Administration began its work completely updated both in terms of composition and functionality, the Ministry of Infrastructure of Ukraine reports.
The changes also affected the procedure for passing exams and obtaining qualification documents for seafarers. From now on, the seafarer submits documents for consideration directly to the Shipping Administration or to Morrichservice service centers.
“Today we opened the first service center in Kyiv. Exams for confirmation or extension of qualifications will be held here and documents will be issued according to a simplified and transparent procedure. The new members of the DKKM are part of the team of the Shipping Administration, from now on no one can influence the decision based on the results of the seafarer’s passing of the exam,” the MIU said.
In addition, the Inspectorate for training and certification of seafarers, to which many questions arose, is in the final stage of liquidation.
“And this is only the first stage of changes. The reform involves a complete transition from the old system with non-transparent and bureaucratized procedures for issuing seafarers’ qualification documents to international standards in graduation. Next is the maximum automation of processes and digitalization of services for seafarers, which will make it possible to eliminate corruption risks by minimizing the influence of the human factor,” the agency assures.
In particular, with the participation of the USAID / UK aid TARAS project, the Ministry launched the process of creating an e-system for the certification of seafarers.
The implementation of such a system should ensure complete transparency and automation of data and processes in the new State Register of Seafarers’ Documents, as well as strengthen control and responsibility for their registration processes.
With the launch of the system, the seafarer will be able to receive services in the field of certification through the “Diya” portal.
