The new State Qualification Commission processed more than 30,000 seafarers’ applications
During the year of work, the new State Qualification Commission for Seafarers processed more than 30,000 applications.
A year ago, as part of the seafarer certification reform, the State Qualification Commission for Seafarers, completely new in terms of composition and functionality, began work, the Ministry of Reconstruction reported.
This year, the new qualification commission processed more than 30,000 applications for qualification confirmation and assignment of ranks to Ukrainian sailors.
70% are positive decisions, more than 21,000 sailors have already received ready qualification documents. Of these, more than 12,000 applications were submitted by seafarers online using the “Diya” portal. In addition to the portal, a seafarer can submit an application in person, through a representative or by mail.
State Qualification Commission for Seafarers as part of the Shipping Administration works according to a renewed approach to the certification of seafarers: transparency of decision-making, minimal communication between the seafarer and the official, compliance with international standards. The Commission team consists of maritime professionals, has appropriate qualifications and many years of experience in going to sea.
According to the relevant decision of the Commission, the authorized person of the Shipping Administration prints qualification documents on strict reporting forms, in accordance with the requirements of the current legislation.
Also, the approach to the procedure of passing qualification exams by sailors has been changed. The only qualification test for seafarers for confirmation/renewal of qualifications is the internationally recognized CES 6.0. Members of the Commission are present during the SES testing at “Morrichservice” service centers, and after the exam is completed, the seafarer is immediately informed of the results.
The results and the certificate are issued automatically, which prevents external influence and eliminates corruption risks. During the year, State Qualification Commission for Seafarers members conducted 1,059 exams in Ukraine and 1,977 in Poland. More than 80% of sailors passed the exam. The application for the exam can be submitted through the Diya portal, in person, through a representative, or by mail.
Earlier, USM reported that the Shipping Administration is starting to certify sailors of ordinary sailors, after the Ministry approved the restoration of the corresponding order.
