The Russian Federation is intensifying the development of river infrastructure in the Kherson region

The Russians are creating multimodal hubs for military purposes and the export of Ukrainian resources in the occupied territories of Kherson region.
Against the backdrop of statements about “infrastructural development,” Russia is actually forming a logistics framework in the occupied territories of southern Ukraine. This was reported by the head of the Center for the Study of Occupation, Petro Andryushchenko.
This involves the construction of railway branches, the modernization of ports, and the creation of logistics hubs that have a dual purpose — military and economic.
In particular, the plans of the occupation administration include the laying of railway lines to the port city of Skadovsk and the reconstruction of tracks to Genichesk. Both settlements have access to the sea, and therefore can be used for the transshipment of stolen cargo. In these cities, it is planned to create industrial parks and transport and logistics centers.
Another key hub is the village of Velyki Kopany, where a logistics center is planned on the railway line leading to the temporarily occupied Crimea. This will allow the Russian Federation to effectively export agricultural products and unload roads for use by military equipment.
The occupiers have focused particular attention on river infrastructure. In the city of Kakhovka, it is planned to build a river port and a logistics center with a connection to the railway. Thus, the occupiers are creating an alternative transport artery for transporting goods along the Dnipro, which complicates the potential de-occupation of the region.

According to Petro Andryuschenko, such infrastructure will allow Russia to quickly redirect resource flows in accordance with changes on the front, as well as strengthen its military presence, in particular, on the left bank of the Dnipro. The development of multimodal hubs creates conditions for the mass export of stolen Ukrainian grain through Crimea, including to the shadow international market.
