The situation with grain exports at ports has improved compared to the beginning of December, – Gorbachev


In early December, almost 700 thousand tons of agricultural products were stuck in ports. The situation has improved now.

Companies that operate transparently have practically no problems, said UGA President Mykola Gorbachev in a comment to Latifundist.com.

“However, there is one difficulty that all large exporters have encountered: almost all of them have exhausted the calculation of limits for registering tax invoices by the end of the year. It is calculated based on a special formula that is not available to companies. These limits are controlled by the tax service, and it does not provide enterprises with information about their limits,” the UZA President noted.

According to him, the situation should improve from January 1 — the limits will be raised, and there should be no problems with reservations.

He recalled that under the new law, every company that registers tax invoices for export must fit into the limits. They are calculated based on the export results of the previous year.

“For the first five days, almost nothing was moving. Then, almost 700 thousand tons of agricultural products were stuck in the ports. The system was not working properly, invoices were not registered. Then, little by little, progress began. Although, in my opinion, there is another factor for such a decline. Some companies that previously worked in the shadows are now facing difficulties. They cannot fulfill their export obligations, and therefore there is no additional flow of goods to the market,” emphasized Mykola Gorbachev.

As previously reported by USM, on December 5, it became known that almost 100 thousand tons of Nibulon products were stuck in the ports, since the tax authorities did not approve the export documents.

Recall that from December 1, 2024, an export guarantee regime for certain goods came into force in Ukraine. Goods registered under periodic customs declarations until November 30 inclusive are not subject to passage outside the customs territory of Ukraine. Registration of loading of these goods onto sea vessels is also not allowed.
