Export support regime comes into effect in Ukraine
From December 1, 2024, the export guarantee regime for certain goods came into force.
From December 1, goods registered under periodic customs declarations until November 30 inclusive are not subject to passage outside the customs territory of Ukraine, Ukrinform writes.
Registration of loading of these goods onto sea vessels is also not allowed.
Customs authorities will control the invoice value of goods declared in the customs declaration. If the invoice value turns out to be lower than the minimum allowable export prices determined in accordance with Article 19-2 of the Law of Ukraine “On Foreign Economic Activity”, the declarant is obliged to submit a new declaration with an adjusted value.
The introduced regime is aimed at minimizing violations of the law during exports, removing a significant part of the economy from the shadows and increasing revenues to the State Budget of Ukraine.
The goods specified by the Cabinet of Ministers Resolution No. 1261 of October 29, 2024 include: natural honey, walnuts, wheat, mixtures of wheat and rye (meslin), rye, barley, oats, corn, soybeans, rapeseed, colza, sunflower seeds, oils (soybean, sunflower, safflower, cottonseed, rapeseed, mustard) and their fractions, cake and other solid waste arising from the extraction of fats and oils.
The regime will be in effect for the period of martial law, focusing on establishing special conditions for the export of agricultural products.
USM also recently wrote that the Antimonopoly Committee of Ukraine fined the port of Chornomorsk UAH 2 million for abusing its monopoly position in the market.
