The state wants to create conditions for the development of a private fleet in Ukraine, — Ministry of Infrastructure

Despite the lack of an alternative to the ports of Great Odesa for exports, the state is working to create conditions for the development of a private fleet.

This was stated by Deputy Minister for Development of Communities and Territories of Ukraine Andriy Kashuba during LFM 2026, AgroPortal reports.

He noted that the functioning of water logistics has become significantly more complicated due to the intensification of Russian attacks on port infrastructure and vessels in the sea corridor. At the same time, seaports remain the key route for exporting the main part of agricultural exports.

Kashuba said that the state and business regularly work on logistics issues, in particular – within the framework of the agricultural headquarters and the headquarters for ensuring the sea corridor. This concerns the search for temporary alternative routes, the development of railway logistics and solving problems with the Danube direction.

Separately, during the discussion, the issue of a possible joint acquisition of vessels by the state and business for work in the Black Sea was raised. According to Kashuba, this issue has already been worked out jointly with the Ministry of Agrarian Policy.

“We, as a public sector, should mostly not operate the state fleet. We should create appropriate conditions for business to be able to both purchase new vessels and operate on the lines,” he commented.

The Deputy Minister recalled that the main factor for the development of maritime transportation remains security. At the same time, Ukraine is ready to ensure the work of the private and public sectors in terms of infrastructure.
