Port terminals in the port of Chornomorsk are being prepared for transfer to the concession.
The first, container and fifth terminals are planned to be transferred to the concession. The process started even before the full-scale invasion of Russia, but now the Ministry of Infrastructure is resuming it.
The first stage is the development of a technical and economic justification, the next stage is the holding of a competition among those wishing to obtain a concession for the terminals of the Chornomorsk port.
The preparation of the feasibility study will be financed by the Global Infrastructure Fund. Experts and consultants are engaged by the European Bank for Reconstruction and Development and the International Finance Corporation.
Oleksandr Kubrakov, the Deputy Prime Minister for the Reconstruction of Ukraine, noted that the task of the future investor is to effectively manage the terminals of the Chornomorsk seaport and develop them.
“What will the concession give the state? Ukraine will receive a concessional contribution and stable tax revenues to the budget every year. “Private partnership will lead to significant investments, optimize transportation logistics and improve the quality of service provision,” he emphasized.
Ukraine already has the experience of transferring port infrastructure into a concession. In particular, in 2021, the Ministry of Infrastructure and SE “Seaports Administration of Ukraine” transferred the state stevedore companies of the seaports “Kherson” and “Olvia” to private partners of the state. The active work of these objects was prevented by the full-scale invasion of Russia.
