UGA: Odesa Regional Military Administration canceled the order restricting grain exports
The Odesa Regional Military Administration has canceled its order No. 19 “On some issues of financial discipline under the legal regime of martial law.”
“The cancellation of order No. 19 of the Odessa Regional Military Administration will eliminate the administrative obstacles it established for the export of grain,” the Ukrainian Grain Association (UGA) reports.
The association added that the decision was long overdue in connection with the introduction by the Cabinet of Ministers of a new system of export support for agricultural products.
The UGA also recalled that the law No. 3706-IX of May 9, 2024, adopted by the parliament, instructed the government to temporarily, for the period of martial law, introduce a VAT export support regime for the export of certain types of goods (agricultural products) outside the customs territory of Ukraine. The law entered into force on July 1, 2024. And the relevant Cabinet Resolution No. 1261 “On the introduction of the export support regime” came into force on December 1, 2024.
“The Association fully supports the de-shadowing of the grain market and the introduction of appropriate mechanisms that would suit both the state and business that operates openly and transparently,” the UGA emphasized.
We will remind you that the initially developed order of the Odesa Regional Administration was aimed at combating shadow schemes during the export of Ukrainian grain. But in fact, it complicated the work, and also, among other things, provoked a fleet downtime. Various agricultural associations also appealed to the President of Ukraine with a request to cancel this order.
