Ukraine and Poland agreed on the simplification of grain transit


Poland will simplify procedures for the export of Ukrainian grain and oil crops in transit to other countries.

On March 3, the Minister of Agricultural Policy of Ukraine, Mykola Solskyi, and the Deputy Prime Minister, Minister of Agriculture and Rural Development of Poland, Henryk Kowalczyk, met in Warsaw.

As a result of the meeting, the parties reached certain agreements. In particular, from March 8, official customs seals will be mandatorily applied to motor vehicles at customs points located at Polish-Ukrainian border crossings.

In the case of transportation of goods by rail, the carrier will be obliged to put seals on each wagon. These seals will be controlled by employees of the National Fiscal Administration at border crossings.

Official seals will be removed by administration employees in three Polish seaports (Gdansk, Gdynia, Świnoujście).

In case of transit of goods to other EU member states, official seals will be removed at authorized storage points located in these countries. At the same time, the record of the cargo’s arrival at the declared place for the purpose of removing the seals will be available through the NCTS system.

During transit to ports or other EU member states, provided that official seals are used, the Polish Veterinary Inspection will not conduct any checks.

In the event of discrepancies between the declared and actual place of unloading of the goods, the Ukrainian side will remove the forwarders who made such discrepancies from further transport operations.

In recent weeks, the passage of Ukrainian grain exports at the border with Poland has slowed down due to increased veterinary and phytosanitary control. As a result, cargo inspection times increased, leading to significant queues. The other day, Mykola Solskyi emphasized at the coordination council that the Ministry of Agrarian Policy is working to solve this problem.
