Ukraine’s transport sector needs have increased by over 20% due to Russian attacks on railways and ports


Due to the intensification of Russian attacks on Ukrainian railways and ports in 2025, the needs of the transport sector increased by approximately 24%.

This is stated in the Rapid Assessment of Damage and Recovery Needs (RDNA5) from the World Bank, Ukrinform reports.

Thus, over the four years of Russia’s full-scale invasion, Ukraine suffered direct losses of $195 billion. As of December 31, 2025, the total cost of reconstruction and recovery amounted to almost $588 billion – this is almost three times higher than the projected nominal GDP of Ukraine for 2025.

The housing, transport and energy sectors are the most affected. The damage, losses and needs continue to be concentrated in frontline regions and megacities.

In the transport sector, needs increased by approximately 24% – this is a consequence of the intensification of Russian attacks on railways and ports during 2025.

Of the total long-term needs, the highest are for reconstruction and restoration in the transport sector — over $96 billion.
