The Ministry of Economy is finalizing the mechanism for exempting soybean and rapeseed export duties

The mechanism for preferential export of soybeans and rapeseed, which allows exporting products without a 10% duty, has been approved and is being finalized.
This was announced by the Minister of Economy, Environment and Agriculture Oleksiy Sobolev during the government’s question hour, Ukrinform writes.
According to him, the Ministry of Economy, together with the Chamber of Commerce and Industry (CCI) and the State Customs Service, is currently finalizing work on a detailed list of necessary documents for agricultural producers to confirm that the soybeans or rapeseed they intend to export are indeed their own products. An algorithm for submitting conclusions to the CCI and customs is also being developed.
Sobolev recalled that on October 3, the Cabinet of Ministers adopted a resolution on confirming the cultivation of agricultural products, in particular soybeans and rapeseed, for export purposes. According to the document, producers and agricultural cooperatives that export their own products can receive an exemption from 10% of the export duty.
This requires documentary confirmation of the origin of the goods, which is recognized by the customs authorities, the Ukrainian Chamber of Commerce and Industry and its regional divisions.
The minister also noted that an amendment has already been submitted to the draft state budget for 2026 regarding the possibility of refunding agricultural producers of duties paid during the export of soybeans and rapeseed in September 2025 before the government adopts a decision on the procedure for exemption.
