The Ministry of Development is preparing to launch a concession for part of the grain terminal of the port of Chornomorsk

The Ministry of Development has begun to form a list of priority initiatives for public-private partnership in the field of transport and infrastructure.

This is a systematic preparation of a portfolio of initiatives that can be implemented with the involvement of private capital for the restoration and modernization of the country.

“Public-private partnership is one of the key tools for the restoration of Ukraine. The scale of the damage that the Russian Federation has caused today cannot be covered by the resources of the state and international partners. Transport and infrastructure are the second in terms of the scale of destruction. That is why we need to attract private capital to the restoration and for this we are forming a clear and structured portfolio of projects that will be interesting for investors. Our goal is to create conditions under which the private sector can effectively participate in the reconstruction, and the state can receive high-quality infrastructure and services,” emphasized Minister Oleksiy Kuleba.

According to preliminary estimates, the project portfolio already includes dozens of projects, in particular in the field of transport infrastructure – roads, ports, airports and railways. In total, at least 30 projects are in focus, a significant part of which concerns the transport sector.

Among the potential initiatives are port concessions, development of the road network and road maintenance, construction of bypass roads, modernization of logistics corridors, implementation of weighing-in-motion (WIM) systems, development of border infrastructure.

A separate focus is on projects that can be implemented in the near future. Among other things, the Ministry of Development and Trade has already begun preparations for the launch of a concession of part of the grain terminal of the port of Chornomorsk.

Currently, the implementation of the first and large-scale PPP project is underway – the concession of the first and container terminals in the port of Chornomorsk. The tender commission has already completed the acceptance of applications from potential investors.
