The Ministry of Infrastructure is preparing to launch new initiatives to attract investors within the framework of port concessions


The Ministry of Infrastructure and IFC are expanding their partnership in the field of public-private partnerships. Port concessions remain one of the key areas.

This was reported by the press service of the Ministry of Reconstruction, Infrastructure and Transport of Ukraine.

During the meeting of Minister Mykola Kalashnyk with the delegation of the International Finance Corporation (IFC), the main focus of the negotiations was further cooperation in the development of infrastructure projects under the terms of public-private partnership (PPP).

“Our priority is to implement a list of specific infrastructure PPP projects and, together with IFC, bring them from the concept and feasibility study to structuring, competition and attracting a private investor. We want to scale our cooperation with IFC from individual cases to a systemic portfolio of infrastructure PPPs,” said Mykola Kalashnyk.

Joint work continues in several key areas, including: port concessions, road sector and WIM, railway stations in Kyiv and Lviv, as well as European integration.

Regarding concessions, active work is currently underway on the concession of the First and Container Terminals of the Port of Chornomorsk, where four international companies have already successfully passed prequalification.

“New initiatives to attract investors are being prepared for launch,” the ministry noted.

As previously reported by USM, in June 2026 it became known that four applicants were admitted to the next stage of the competition for the concession of the terminals of the Port of Chornomorsk: the consortium of Abu Dhabi Ports Company PJSC and SKF Holdings UK LTD, APM Terminals B.V., the consortium of Mariner and TAS, as well as Yilport Holding Anonim Şirketi.
