ARMA puts nine seized vessels up for sale in Izmail for the third time

The Asset Management and Tracing Agency (ARMA) has announced the third auction for the sale of nine arrested vessels located in Izmail.
The starting price of the lot is UAH 75.8 million. This is evidenced by data from Prozorro.Sales.
The new auction was announced on October 22, and the bidding was scheduled for October 30. This time the sale will take place according to the Dutch auction procedure – with a step-by-step reduction in the starting price.
Nine vessels were put up for sale in one lot: Rondo, Svir, Avangard, Volgobalt-225, Volgobalt-193, Volgobalt-244, Omskiy-6, Naviger-2 and Omskiy-132.
Among them, eight dry cargo ships and one oil tanker – Naviger-2. All vessels were built between 1970 and 1988 and are located in Izmail.
According to the documentation, the technical condition of all nine vessels is unsatisfactory. Some of them were damaged as a result of Russian attacks. In particular, the dry cargo ship Svir has a hole in the hold after being hit by a drone, through which water enters. The vessel is aground, and its two engines are partially flooded. The announcement indicates the risk of complete flooding of the vessel.
Damage to the hulls due to water ingress was also recorded on the Volgobalt-244 and the tanker Naviger-2. Water is being constantly pumped out on both vessels.
In addition, the engine room on the Omskiy-132 is partially flooded. The remaining vessels also require comprehensive repairs due to a long downtime.
This is the third attempt by ARMA to sell the listed assets. The first auction, scheduled for October 8 with a starting price of UAH 151.66 million, did not take place. Repeated bidding on October 19 at a price reduced to UAH 75.83 million also ended without a result.
At the third auction, the starting price was left unchanged, but the sales format was changed. The procedure involves 60 steps of 1% price reduction.
In addition to the cost of purchasing the vessels, the winner of the auction must pay UAH 58.44 million in customs duties. Additional costs for repairs, maintenance, parking and mooring of the vessels are also possible.
According to the terms of the auction, the buyer will independently decide on the issue of further registration of the vessels, change of flag and execution of ship documents. The winner of the auction is also responsible for applying to the court to cancel the seizure of the purchased assets.
Earlier, USM reported that ARMA is preparing the dry cargo ship EMMAKRIS III for sale in the port of Chornomorsk.
