AMEU will appeal to the European Commission regarding the problems of Ukrainian freight forwarders in EU ports

Ukrainian freight forwarders are much more likely to encounter problems when working through the Romanian port of Constanta than through the Polish port of Gdansk.

This was reported by the AMEU based on the results of an anonymous survey of freight forwarders conducted from September 3 to 9, 2026.

The Association of International Freight Forwarders of Ukraine (AMEU) has identified the main problems that Ukrainian companies face when working through the ports of Constanta in Romania and Gdansk in Poland.

The port of Constanta is the source of most complaints. In particular, 90% of respondents indicated the long processing of the T1 transit declaration – more than two days.

Another 70% reported delays in issuing a PIN code or slot, and 60% – about inconvenient terminal or customs opening hours. 50% of respondents complained about high terminal rates.

In total, 80% of respondents attributed the difficulties in Constanta to the work of customs and control authorities, 60% to container lines, and 40% to the operation of the container terminal. Only 10% of respondents said they had no problems.

According to the survey, the situation in Gdansk is less problematic. 40% of respondents said they did not encounter any difficulties.

At the same time, the most common complaint was unfounded or excessive document checks – they were indicated by 40% of respondents. Another 30% complained about the high terminal rates, 20% each – about delays with PIN/slots, customs or terminal work schedules, and repeated inspections of the same cargo.

The AMEU noted that a common problem for both ports remains customs administration – the level of control and the speed of cargo clearance.

Based on the survey results, the association is preparing official appeals to the Ukrainian government, the Ministry of Foreign Affairs and the relevant ministry, as well as to the European Commission within the framework of the dialogue initiated by DP World.

In addition, AMEU plans to appeal to the Romanian customs, port authorities and the Constanta container terminal, the relevant association USER, as well as the Polish association PIFFA and the customs authorities of Poland.
