Crisis in the agricultural and maritime sectors: at the beginning of the winter sowing season, the restrained position of banks became an obstacle

Against the background of the lack of sea exports and the start of winter crop sowing, the key obstacle for agricultural producers has become the restrained position of commercial banks.
Deputy Chairman of the Agricultural Development Agency of Ukraine Denys Marchuk told this in an interview with UNIAN.
According to him, in order to support commodity producers, the government and the National Bank have expanded the “5-7-9%” program. The preferential loan limit has increased to UAH 90 million per legal entity, and the interest rate for replenishing working capital has decreased from approximately 15% to 10%.
In addition, the possibility of restructuring debts and using grain as collateral is provided. In total, UAH 21 billion has already been allocated for this.
However, farmers in the field are facing difficulties in obtaining these funds. Financial institutions are not always willing to restructure and put forward strict requirements.
“The problem is that in the fields, especially in commercial banks, it is very difficult to fulfill the obligations that were received within the framework of the resolutions. We have a large number of cases when commodity producers turn to banks and cannot receive these funds to replenish their circulation needs. And this is a really big problem, because now the sowing of winter crops has already begun – a lot of things will not be sown. We will have a big crisis with the sowing of winter crops,” said Denys Marchuk.
