Loading of ships on the Danube is complicated by increased control over smuggling in the ports


As a result of increased control over smuggling schemes, difficulties arise in the Danube ports with the loading of ships according to open customs declarations.

Representatives of Odesa Regional Military Administration intensified the fight against smuggling schemes in the ports of the Danube. As a result, it was forbidden to load ships with open customs declarations for exporters using the 2nd form (cash). This was reported by Atria Brokers analysts.

Currently, representatives of the Security Service of Ukraine, the Security Service of Ukraine, and the National Police are present at all terminals on the Danube. Law enforcement officers do not allow exporters who work with suppliers for cash to load ships. They are required to register for VAT. Those companies that work with suppliers on a non-cash account (1-form) can ship their products, says the Latifundist material.

At the same time, some traders claim that even if the company works according to the 1-form, its export work is still blocked – new cargo customs declarations are not drawn up. Thus, agricultural export, which provides 60% of foreign exchange earnings, is significantly limited.

“We are required to provide tax invoices. But you understand that the agricultural producer has 15-45 days to register the tax invoice. And often he does it on the last day. That is, the goods are already exported, and the registration of tax invoices takes place later. And this is normal practice. For example, we paid today, and the farmer will register the tax return only at the end of November. Therefore, we cannot physically receive it and provide it to the inspection authorities,” explains one of the traders on condition of anonymity.

Instead, traders point to other ways to overcome the risks of smuggling. Yes, it is proposed to allow the registration of cargo customs declarations for cash only once. And then ban such transactions until the exporter provides a letter from the bank that the currency has entered Ukraine.

Currently, due to inspections, more than 40 vessels are idle in Izmail. About 15 vessels cannot load in Reni.
