Processing transit declarations at the port of Constanta takes 2-3 days — AMEU

In the Romanian port of Constanta, the processing of T1 transit declarations usually takes 2-3 days, but in some cases the procedure may take longer.

This was reported by the Association of International Freight Forwarders of Ukraine (AMEU) with reference to the response of the Romanian freight forwarders association USER.

Due to complaints from market participants about the long processing of T1 declarations in Constanta, AMEU addressed requests to the Romanian Customs Service and the USER association.

In particular, the Ukrainian association asked the Romanian customs to provide data on the average, minimum and maximum processing times for T1 for July-September 2026, as well as their monthly dynamics and calculation methodology.

At the same time, USER was to provide information on the actual customs clearance times based on the experience of its member companies during April-September.

In its response, USER noted that the processing of transit declarations in Constanta usually takes about 2-3 days. In some cases, the procedure may take longer depending on the characteristics of the cargo and additional customs checks.

The Romanian association also confirmed the presence of operational delays in recent months. According to it, customs authorities are taking measures to reduce queues.

The AMEU emphasized that the given terms are based on the practical experience of USER member companies and are not official statistics.

The Ukrainian association is currently awaiting a response from the Romanian Customs Service. After receiving official data, they plan to publish them.

Earlier, USM reported that AMEU appealed to the Ukrainian and Romanian authorities and the European Commission due to problems with the transit of Ukrainian cargo in the port of Constanta.

According to the results of a survey of freight forwarders, 90% of respondents stated that the T1 clearance takes two days or more, and in some cases the procedure was delayed up to seven days.
