Ukraine imposes sanctions against 39 more vessels of the Russian “shadow fleet”

The restrictions apply to vessels transporting Russian oil, petroleum products, and gas condensate to China, India, Turkey, and other countries.

President of Ukraine Volodymyr Zelenskyy has enacted the NSDC decision to impose sanctions on 39 vessels of the Russian “shadow fleet.” The Office of the President reported this.

The corresponding NSDC decision of October 29 came into effect in accordance with Decree No. 1073/2026.

The sanctions list includes 17 vessels under the Russian flag, three each under the flags of Barbados, Liberia, the Marshall Islands, and Panama, and two each of Hong Kong and Djibouti. Another six vessels use the flags of the Bahamas, Equatorial Guinea, Zimbabwe, Cameroon, Palau, and Sierra Leone.

According to the Office of the President, these vessels ensure the export of Russian energy resources to the ports of China, India, Egypt, Turkey, and other countries. Revenues from such shipments contribute to filling the Russian budget and financing the war against Ukraine.

In particular, one of the sanctioned tankers — Vasily Dinkov — carried out 15 operations to transport about 726 thousand tons of Russian crude oil in the first half of 2026 alone.

Some of the vessels on the list are already under sanctions by the European Union, Great Britain, the USA, Canada, Switzerland and Australia.

Ukraine plans to share information about sanctioned vessels with international partners to synchronize restrictions in other jurisdictions.

USM previously reported that in September Ukraine imposed sanctions against 20 vessels of the Russian “shadow fleet” that were used to export oil, petroleum products and liquefied gas.
