Ukraine plans to extend the “transport visa-free” agreement with the EU

By the end of the year, Ukraine should extend the agreement with the EU on the liberalization of freight transportation (“transport visa-free regime”) for the next term.

The agreement is currently valid until April 2027. This was reported by the First Deputy Minister of Reconstruction, Infrastructure and Transport of Ukraine Serhiy Derkach in a comment to Interfax-Ukraine.

“We are actively working with the European Commission and EU member states to extend the Agreement. But the main thing is to ensure internal work towards the European integration of the road transport sector. First of all, we need to update the licensing conditions for access to the road transport market. That is, so that our carriers meet EU standards. The project is ready and is currently undergoing final approval by other bodies. We are waiting for the government’s decision in the fall,” Derkach said.

He noted that currently, thanks to the “transport visa-free regime”, Ukraine can ensure not only exports, but also imports. In fact, motor transport accounts for 40% of exports in monetary terms, and imports for 73%, according to data for 2025.
