Association of International Freight Forwarders of Ukraine appealed to Kuleba with a request to inspect the port of Chornomorsk


The Association of International Freight Forwarders of Ukraine appealed to the Deputy Prime Minister for Restoration Oleksiy Kuleba with an appeal to check the effectiveness of the management of the State Enterprise “Chornomorsk International Shipping Port”.

This appeal is due to the presence of signs of ineffective management by the management of the State Enterprise “Chornomorsk International Shipping Port”, which leads to significant financial and reputational losses for both the enterprise and the state, the Association of International Freight Forwarders of Ukraine АМЕУ  letter states.

“An analysis of court decisions in 2023-2024 showed: the port of Chornomorsk has numerous legal disputes with other state structures and businesses, where the port is mainly the plaintiff. While business creates jobs and pays taxes, the state enterprise hinders it,” the association reported.

The Association of International Freight Forwarders of Ukraine letter states that in total, during the war, over UAH 80 million were collected from the port by court decisions in 2023-2024.

The freight forwarders’ association also recalled that the Antimonopoly Committee of Ukraine recently fined the port of Chornomorsk 2 million hryvnias for abusing its dominant position in the market.

“Ineffective management, in the opinion of Assocoation, lies in the fact that the port management did not respond appropriately and did not have any dialogue regarding the removal of artificial barriers to freight forwarders’ access to port services, which led to a violation of the law and direct losses to the state,” the Association noted.

The Association of International Freight Forwarders of Ukraine in a letter requests to send an appeal to the Ministry of Economy of Ukraine in order to monitor the effectiveness of management of state-owned objects regarding the State Enterprise “Chornomorsk International Shipping Port”, including an assessment of financial and economic indicators and management effectiveness for 2022-2024. The Association also called for initiating an internal investigation into the head of the State Enterprise “Chornomorsk International Shipping Port” Vyacheslav Voloshyn, and if there are grounds to hold him accountable, and consider the issue of his dismissal.
