Ukraine presented a plan for a new wave of sanctions against the Russian shadow fleet

The document provides for measures against the “shadow fleet”, adjustment of the price ceiling for oil, secondary sanctions and port restrictions.
The international working group has published Working Document No. 23 – a specific plan for increasing sanctions pressure on Russia. This was announced by the head of the Presidential Office, Andriy Yermak.
Among the key mechanisms are the expansion of the sanctions coverage to more than 400 vessels of the “shadow fleet”, a constant decrease and regular adjustment of the maximum prices for oil and premium oil products, as well as the introduction of secondary sanctions and port embargoes against intermediaries that help the Kremlin circumvent the restrictions.
A separate block of proposals is devoted to financial pressure: the document provides for the use of frozen Russian sovereign assets to support Ukraine and finance post-war reconstruction. It is also proposed to eliminate existing gaps in technology export control, in particular, transit mechanisms through third countries that allow the supply of critical components to the Russian Federation.
Yermak described the document as “a clear plan for the next wave of sanctions, ready for implementation,” and emphasized that a number of previously proposed initiatives have already formed the basis of partners’ sanctions packages.
“We need a transition to systemic and aggressive economic pressure on the Russian Federation. Moscow must finally lose the resources to continue the war,” he stressed.
Experts note that the implementation of such measures will require coordinated actions at the G7 and allied levels, coordination of legal mechanisms for secondary sanctions, and political readiness of individual countries to close loopholes in energy trade.
If the proposals are implemented, this could lead to additional complications in the logistics of Russian energy exports and increased restrictions on ships and companies working with the “shadow fleet.”
