The Ministry of Development reported on the progress of the concession at the port of Chornomorsk

The parliamentarians asked a number of questions about the concession project, in particular about the guarantees of job preservation.

On Thursday, March 26, the people’s deputies reviewed the report on the progress of the implementation of public-private partnership projects, in particular, the competition for the first and container terminals in the port of Chornomorsk.
The ministry emphasized that the Verkhovna Rada Committee on Economic Development played a key role in the creation and adoption of legislation on public-private partnerships. Thanks to this, Ukraine is moving from regulatory changes to their practical implementation.
“The new law on public-private partnerships opens up significantly more opportunities for attracting private investment in recovery. The needs are so great that they cannot be covered only by the state budget or international assistance. That is why attracting private business is a necessity,” said Deputy Minister Alena Shkrum.
This primarily concerns the development of infrastructure – ports, roads, as well as social facilities. Special attention during the meeting was paid to the project in the port of Chornomorsk.
The MPs asked a number of questions regarding the obligations of the private partner, guarantees of job preservation, social protection of employees and other aspects of the project implementation. The parties also agreed to regularly inform the parliament about the progress of the next stages of the competition.
As of March 22, the stage of submitting documents for prequalification of participants has been completed. In parallel, security screening is underway. The ministry emphasizes that companies associated with the aggressor state will not be allowed to participate in the competition.
The Ministry of Development said that the next stage will be a competitive dialogue with the participants.
“We see high interest in this project from international investors. This is an important signal of trust in Ukraine even in times of war,” added Deputy Minister for Maritime and Inland Water Transport Andriy Kashuba.
