USPA explained how the queue of ships is formed for passage through the Sulina Canal

The Sulina Canal is managed by the Romanian AFDJ, which directly carries out pilotage and maintenance of vessels in the canal.

On the Ukrainian side, the USPA SE ensures the planning of vessel calls and the transfer of necessary information to the Romanian side, the USPA said.

Planning of vessel calls to Ukrainian ports is carried out on the basis of confirmations from the port operator, maritime agent and the administration of the relevant seaport in accordance with current regulatory documents, Mandatory Regulations and Codes of Customs of Seaports.

After receiving the confirmations, the information is consolidated into an application, summarized by the management of the USPA SE and transmitted to the AFDJ via the Primus information system.

The main factor in forming the queue is the date of confirmation of the vessel for processing by the administration of the relevant seaport based on confirmations from the port operator and maritime agent.

“At the same time, the company continues to work on further development and improvement of interaction with the Romanian side, which will allow for effective and timely exchange of information. This will give all participants in the transport process the opportunity to increase the level of planning for the processing of vehicles. Our task is to increase the number of ship calls to Ukrainian ports. And thanks to the daily work of the dispatching apparatus of the State Enterprise “USPA”, we manage to significantly increase the number of ships heading to Ukrainian ports,” said the head of the USPA, Mykola Kravchuk.

Regarding information on the quota of the number of ships and the return to the 2022 work formats, the department noted: such rules for conducting ship dispatches have been in effect before and are not a new mechanism.

Separately, the USPA emphasized and warned market participants against third-party proposals to organize the unscheduled passage of ships through the Sulina Canal. Such an order is not provided for by the established mechanism, cannot be ensured and is another fraudulent scheme.

For their part, the State Enterprise “USPA” and AFDJ strictly monitor compliance with the established order in accordance with the confirmations of port operators and maritime agents and mutually inform each other in case of discrepancies.

In case of receiving proposals for organizing an extraordinary passage of vessels, the USPA asks to contact law enforcement agencies and not become victims of fraudsters.

“We are grateful to our Romanian colleagues for the pace of passage of vessels in August, the record number of the fleet passed since February 2022, and the work on further increasing the throughput capacity of the Sulina Canal,” the USPA summarized.

Recall that earlier it became known that the passage of vessels to Ukrainian ports through Sulina will again be coordinated by the USPA.
