EBA calls on MPs to support temporary moratorium on export duties on some types of oilseeds

The European Business Association has appealed to the Verkhovna Rada of Ukraine regarding draft law No. 15522.

It provides for the introduction of a temporary moratorium on the application of export duties on seeds of certain types of oilseeds, the EBA reminded.

The association has repeatedly drawn attention to the negative consequences of restricting the export of soybeans and rapeseed and stressed the need to review the relevant decision. Recall that a 10% export duty on soybeans and rapeseed was introduced by Law No. 4536-IX of July 16, 2025.

In conditions of a full-scale war, farmers are already suffering significant financial losses due to the destruction and restriction of traditional sales channels, as well as the increase in the cost of fuel, fertilizers and logistics. In the current conditions, grain crops are often unprofitable for producers, while oilseeds remain almost the main support for the profitability of crop production.

According to the business community, state policy should be aimed at preserving farmers’ incomes and supporting their ability to continue production in wartime. The temporary abolition of export duties will allow farmers to receive a higher price for their products and maintain the competitiveness of the Ukrainian agricultural sector. At the same time, unhindered and competitive export of agricultural products will help preserve foreign exchange earnings, support the economy and the state budget, strengthen Ukraine’s positions on world markets, and guarantee global food security.

Therefore, the European Business Association calls for the inclusion of draft law No. 15522 on the agenda of the next plenary session of the Verkhovna Rada and its adoption as a whole as soon as possible. Business is convinced that supporting the export potential of agriculture should remain one of the priorities of state economic policy both in the wartime and post-war periods.

The corresponding letter was sent to the heads of relevant parliamentary committees and the Minister of Agrarian Policy and Food of Ukraine.

Meanwhile, Turkey will reduce the duty on sunflower imports against the backdrop of events in the Black Sea region and drought in Europe.

From October 1, 2026, Turkey will reduce the duty on sunflower seed imports from 20% to 12%, although the lower rate was supposed to come into effect only from November 30.

Earlier, USM reported that the Rada is proposing to zero out the export duty on soybeans, rapeseed and sunflower.
