The Ministry of Infrastructure is preparing concession projects in the ports of Chornomorsk and Odesa


The European Bank for Reconstruction and Development will help attract investors to port concessions.

This was announced by the Minister of Reconstruction, Infrastructure and Transport of Ukraine Mykola Kalashnyk.

The Minister held a meeting with the President of the EBRD Odile Renaud-Basso, during which they discussed support for the railway, the development of transport corridors, the preparation of critical infrastructure for the winter and attracting investments in the port industry.

In particular, another area was discussed – port concessions.

“We are preparing projects in Chornomorsk and Odesa and are counting on the expertise of the EBRD in their preparation and attracting international operators and investors,” said Mykola Kalashnyk.

Also during the meeting, Ukrzaliznytsia and the EBRD signed amendments to the loan agreement for the UZ Energia project. The agreement allows for the allocation of 130 million euros from the already agreed loan of 180 million euros to support the company’s liquidity. Funds previously earmarked for the distributed generation project can now also be used for critical repairs, infrastructure restoration, and ensuring the transportation of people and goods.

Separately, the possibility of additional financing for the renewal of the locomotive fleet, as well as the development of international road corridors and investments in roads were discussed.

As previously reported by USM, in the summer of 2026 it became known that four applicants were admitted to the next stage of the competition for the concession of the terminals of the port of Chornomorsk: the consortium of Abu Dhabi Ports Company PJSC and SKF Holdings UK LTD, APM Terminals B.V., the consortium of Mariner and TAS, as well as Yilport Holding Anonim Şirketi.
