Dredging for UAH 247 million: the court investigates the “scheme”


The High Anti-Corruption Court is examining the evidence in the case of embezzlement of funds of the State Enterprise “Ukrainian Sea Ports Authority” by its employees.

The panel of judges of the High Anti-Corruption Court continued the examination of evidence in the case of embezzlement of funds of the State Enterprise “USPA” by some of its employees and LLC “Tekhmorgidrostroy Nikolaev”, the Specialized Anti-Corruption Prosecutor’s Office reports.

The next hearing of the HACC took place on December 6th. The panel continued to examine the evidence provided by the SAP prosecutor and also questioned the expert.

The judges also considered a petition by the defense to change the precautionary measures for three of the accused. The court refused to satisfy the petition.

The next hearing was scheduled for December 20th.

According to the investigation, the defendants held a tender for the purchase of services for the operational dredging of approach channels and water areas of the Berdyansk and Mariupol ports. Service agreements were concluded and executed at inflated prices.

It is noted that the total damage to the State Enterprise “USPA” as a result of the implementation of the scheme amounted to UAH 247 million (USD 9.12 million).

The actions of persons are qualified on the basis of crimes under Art. 191 (misappropriation, embezzlement or conversion or property by malversation) and Art. 358 (forgery of documents, stamps, seals or letterheads, and sale or use of forged documents) of the Criminal Code of Ukraine.

Materials that relate to one of the organizers of the indicated criminal scheme are separated into a separate proceeding. The person is currently on the international wanted list.
