Shipping administrations want to allow shipping to be stopped during the war


As a whole, the Verkhovna Rada adopted draft Law No. 7651 “On Inland Water Transport” regarding shipping during the introduction of a state of war or state of emergency.

A total of 261 people’s deputies supported the draft law, People’s Deputy Yaroslav Zheleznyak reported in his Telegram.

If passed, the law would allow the CSO (Shipping Administration) to temporarily suspend shipping during times of war or emergency.

Currently, the draft law has been  adopted as a basis and is being prepared for the second reading.

The State Service of Sea and Inland Water Transport and Shipping of Ukraine (Shipping Administration) is the central body of the executive power of Ukraine, which implements state policy in the spheres of sea and inland water transport and shipping.

The main tasks of the Administration are:

• implementation of state policy in the spheres of sea and inland water transport and shipping;

• submission to the Minister of Infrastructure for consideration of proposals to ensure the formation of state policy in the field of shipping;

• ensuring compliance with and fulfillment of obligations undertaken under international agreements of Ukraine in the field of shipping;

• regulation within the limits of the powers provided by law, commercial shipping, shipping on inland waterways;

• implementation of state supervision in the field of shipping;

• provision of administrative services in the fields of shipping in cases provided for by law;

• navigation and hydrographic support for shipping in the territorial sea, inland sea waters and inland waterways of Ukraine.
