Ukraine must reform the transport sector in order to join the EU
In order to join the EU, the European Commission recommends that Ukraine create a body that will regulate the transport industry.
The European Commission recommends that Ukraine, as early as 2024, create a state body that will control rail transportation. The report noted that currently Ukrzaliznytsia is the only integrated railway enterprise. The tariffs and conditions of access to the infrastructure are not regulated in any way. TTS writes about it.
Also, in the specified period, it is recommended to strengthen the administrative capacity for road safety and to create bodies to investigate transport incidents on railway and inland water transport.
The speed of Ukraine’s reforms in the transport sector is assessed as very slow with limited progress. Compared to other institutional changes, the transport sector has one of the lowest scores. The process of improving the transport industry was complicated by the full-scale invasion of Russia.
