“Nibulon” appealed to Zelenskyy over “soybean amendments”


Agroholding “Nibulon” appealed to the President of Ukraine regarding draft law No. 13157, which, among other things, provides for the introduction of 10% export duties on soybeans and rapeseed.

As stated in the company’s appeal, “Nibulon” asks the President to intervene in the situation surrounding draft law No. 13157 approved by the Verkhovna Rada.

“Nibulon” emphasized that the introduction of duties in this form and bypassing established legal procedures undermines the fundamental principles of the rule of law, calls into question the predictability of state policy, and creates risks for the economic stability and investment attractiveness of Ukraine.

“We ask you to exercise your right of veto and postpone the entry into force of the norms on export duties until 01.01.2026. This will allow initiating a public dialogue with business associations, taking into account the position of market participants and ensuring compliance of legislative changes with the Constitution and the principles of tax stability,” the company said.

Nibulon emphasized that the amendments to export duties were included in the draft law, which is not related to the topic of export regulation, which is unlawful. Also, tax changes cannot come into force earlier than six months before the new budget year — so the introduction of duties this summer contradicts the norms of the law.

The company noted that the fall in purchase prices due to duties will primarily affect small and medium-sized farmers. And the violation of the Association Agreement with the EU and the principles of the rule of law creates image risks.

Earlier, USM reported that the Verkhovna Rada voted for amendments to export duties on soybeans and rapeseed.
