The cost of transshipment has increased at port terminals, but tariffs have not increased


Port terminals do not increase transshipment tariffs despite additional energy costs.

This was stated by the CEO of Olir Resources Ivan Niakiy during the Forbes Agro 2026 conference, writes Elevatorist.

According to him, the unstable operation of the power system due to strikes on the energy sector, infrastructure and ports creates additional costs.

“For us, as terminals in the port, switching to diesel generators costs about $1/t. Some have less, some have more, but when today a trader has a margin of $0 to $3/t, if there is one at all, he cannot take these costs on himself – they fall solely on our shoulders,” said Ivan Niakiy.

He also added that as of today, transshipment volumes in Ukraine have practically returned to pre-war levels, but tariffs are not increasing. In his opinion, this is due to the fact that there are more terminal capacities in Ukraine than export opportunities.

“This is a purely market story. There is demand, there is supply, but half of the terminals are underloaded. Rates have returned to pre-war levels, and I do not see any movement in the direction of their growth. Unfortunately for us,” said Niakiy.

Currently, in Ukraine, according to him, there are about 20 large terminals left, all the others “will go down in history, because the market has cleared up” over the past six months. In particular, the CEO of Olir Resources believes that large agricultural holdings will inevitably enter their own terminals or take some share, since some of them are already actively looking for their own terminals.
