Ukrainian carriers are advised to pay the Romanian road toll before crossing the border

An error in the data on the environmental class automatically transfers the car to the most expensive tariff.

The State Customs Service calls on carriers planning to travel through Romania via Moldova to pay the toll in advance – due to significant queues at the Moldovan-Romanian border. This is stated in the agency’s message.

Registration and payment before arrival at customs posts will allow you to avoid additional stops and reduce waiting time.

The situation was complicated by a change in the rules. From October 1, 2026, the vignette no longer covers trucks with a maximum permissible weight of over 3.5 tons – the TollRo system with per-kilometer payment applies to them. The tariff depends on the distance traveled, weight, EURO environmental class and road category: national highways, expressways and autobahns managed by CNAIR.

Euro VI trucks pay the basic rate, Euro V–IV – 15% more, Euro III and below – 30% more. Passenger cars, passenger transport and trucks up to 3.5 tons will continue to pay a regular vignette (rovinieta). Its cost depends on the car category and environmental standard. Vignettes purchased before October 1, 2026 remain valid until their expiration date.

You can purchase a rovinieta on the etoll.ro portal, in the TollRo mobile application, via SMS, at authorized distributors and at CNAIR points of sale. For heavy vehicles, the TollRo tariff is paid via a route ticket or a mobile session with an electronic wallet. From January 15, 2027, payment through providers of the European SETRE system using on-board equipment will be added.

Carriers are advised to create an account on the etoll.ro portal to manage their transport and check the validity of their documents. Particular attention should be paid to the entered data. If the registration certificate does not contain a mark on the environmental class, the system automatically applies EURO 0 — the most expensive tariff.

Failure to pay will result in a fine, and if the distance cannot be determined — 2,000 lei, but not more often than once every 12 hours.

As USM reported, Moldova previously offered Ukrainian businesses rail transit to Romania.
