9 years ago, the Leningrad Pella Shipyard and the Ministry of Defense of russian federation signed a contract for the production of the experimental vessel Ladoga for 1.5 billion rubles. But the military leadership decided to somewhat “improve” the project, because it did not pass the test.
The ship’s hull and superstructures were decided to be lengthened, tonnage and capacity to be increased. The task was sent to the designers, but forgot to send to the factory. So for the next three years, the shipyard successfully built “Ladoga” according to a deliberately non-working project. 9 months before the delivery of the ship to the shipyard, the military expressed somenew wishes came from.
The structural deviations between the project specified in the contract and the almost completed ship are colossal: differences were observed in general ship systems (25%), in the ship’s hull and in the equipment of ship devices (35% each), 40% in electrical equipment; more than 73% in weapons and 79% in the “Automation” section.
In the end, the shipbuilders had to weld the ship’s hull and assemble it in a different way. Costs increased from the contractual 1.5 billion to 3.4 billion, but Pella did not receive the additional expected 2 billion.
As always, the “second army in the world” is not able to cope with its own projects, and the power of the russian fleet ends where the corruption and short-sightedness of the military leadership begins.
