In Ukraine the first seamen competency test was conducted according to the new procedure

For the first time, the  State Qualification Commission for Seafarers confirmed the competence of a seafarer using the updated CES 6.0 testing.

The State Qualification Commission for Seafarers under the Shipping Administration for the first time made a decision to confirm the professional competence of a seafarer based on experience according to an updated and transparent procedure, the Ministry of Reconstruction reports on Facebook.

The first exam under the updated procedure was conducted using the CES 6.0 test recognized by the international maritime community. State Qualification Commission for Seafarers is present during the exam and immediately informs the seafarer of the results after its completion. In case of successful completion, the seafarer receives a corresponding certificate with the signature of a member of the State Qualification Commission for Seafarers. The results and the certificate are issued automatically with the help of a computerized testing system, which makes external influence impossible.

We will remind you that the State Qualification Commission for Seafarers, fully updated both in terms of composition and functionality, started work on February 14. The changes also affected the procedure for passing exams and obtaining qualification documents for seafarers. From now on, the seafarer submits documents for consideration directly to the Shipping Administration or to Morrichservice service centers.

Currently, the Ministry of Reconstruction, the Shipping Administration, Morrichservice in cooperation with USAID and the TARAS Project are implementing the reform of the field of certification of seafarers. It provides for the creation of a new Register of seafarers’ documents, digitization and automation of services for seafarers. Also, with the launch of the updated system, the seafarer will have the opportunity to receive diploma services through the “Diya” portal.
