MIU has published a draft order for inland navigation vessels

The Ministry of Infrastructure has published a draft order “On some issues of keeping the logbook of an inland navigation vessel”.

The draft order was developed to implement the provisions of Article 31 of the Law “On Inland Water Transport”, which comes into force on January 1st. Also, the document is necessary for the implementation of the norms of the EU Directive 2017 on the recognition of professional qualifications in inland navigation.

The document provides for the approval of the form of the inland navigation vessel’s logbook, which will be common and mandatory for all vessels that relate to the definition of inland navigation vessels. The act also assumes the approval of the procedure for keeping the ship’s logbook, the requirements for registration, a list of the required statements in the logbook and the format of their display.

A vessel’s logbook is an official document in which information about the voyages of a vessel is entered. The journal must be on the Ukrainian vessel during its operation, and is also subject to mandatory registration. This registration is carried out by the central executive body on a gratuitous basis on the basis of an application by the shipowner or a person authorized by him.

According to the IWT Law, we are talking about river vessels or vessels of mixed navigation, the length, width and draft of which together amount to a volume of 100 cubic meters or more, as well as tugs accompanying such vessels, floating equipment and passenger vessels.

Within 30 days from the date of the promulgation of the draft order, you can send comments and suggestions to the document to the Department of Maritime and River Transport of the Ministry of Infrastructure.
