MIU proposes to exempt inland navigation vessels from port dues


The Ministry of Infrastructure has published a draft order for the implementation of the standards stipulated by the Law “On Inland Water Transport”.

The draft order proposes to amend the MIU order №316, namely: in the Procedure for collecting and rates of port dues, as well as in the Procedure for accounting and use of funds from port dues.

In particular, it is supposed to define clear and transparent conditions:

  • exemption from payment of port dues for vessels classified as inland navigation vessels (river vessels or mixed navigation vessels): we are talking about vessels draft of which does not exceed 4.5 m, which carry out coastal navigation;
  • exemption from payment of canal dues for vessels with similar characteristics in foreign voyages;

The IWT Law comes into force on January 1st, 2022 (with the exception of some provisions), and defines the legal, economic and organizational basis for the functioning of inland waterway transport.
