Seafarer qualification: the number online applications doubled


In half a year, the number of online applications for the certification of seafarers has almost doubled.

More than 18,000 sailors have already used the opportunity to submit documents, the Ministry of Reconstruction reported.

With the launch of the service in September last year, seafarers can receive qualification documents even in flight.

Key digital services have been available on the “Diya” portal for more than six months:

• assigning a rank,

• confirmation of qualification,

• submitting an application for passing the exam (in Ukraine and Poland),

• filing a complaint in case of refusal to receive qualification documents.

Each seafarer’s online application is reviewed by the State Qualification Commission for Seafarers (SQCS) as part of the Shipping Administration. Members of the SQCS make decisions, and each of their actions is logged in the system. The work of the system is designed in such a way that data on the executor who processes the seafarer’s application, as well as the application processing status, are available in real time, which makes the graduation process as transparent as possible.
