Cargo turnover at the port of Constanta fell by 28% amid a decrease in Ukrainian transit

After a record 2023, cargo handling volumes in Romania’s largest port continue to decline.
This is reported by the local publication ZF , citing published data from the Constanta Sea Ports Authority.
Thus, according to the results of 2025, the cargo turnover of the port of Constanta amounted to 67 million tons compared to 77.5 million tons a year earlier. Compared to the record 2023, when the port handled 92.6 million tons of cargo, the figure decreased by almost 28%. The trend of declining transshipment is likely to continue in 2026.
The port handled the most grain, iron ore, oil and oil products, coal and fertilizers last year.
In particular, the volume of grain transshipment decreased to 18.3 million tons compared to 26.9 million tons in 2024 and 36 million tons in 2023. The decline came after two years of record cargo flows, a significant part of which was provided by the transit of Ukrainian grain.
The reduction in cargo turnover also affected the financial results of port operators. Romania’s largest operator, Constanța South Container Terminal, received 557.9 million lei in revenue in 2025, compared to 597.7 million lei a year earlier. The company’s net profit decreased by 28% to 167.8 million lei.
Oil Terminal reduced its revenues by 15%, to 401 million lei, while increasing its net profit to 24.6 million lei.
Comvex Constanța received 248 million lei in revenue and 63 million lei in net profit, compared to 277 million and almost 79 million lei, respectively, in 2024.
At the same time, Socep managed to increase its revenues to 213.7 million lei. The operator’s net profit was 71.6 million lei.
Negative dynamics were demonstrated by ADM România Logistics, which, after a profit of 44.5 million lei in 2024, ended last year with a loss of 1.7 million lei.
Analysts note that the results of port operators were affected by a reduction in cargo flows, changes in trade routes in the Black Sea region, and a decrease in the transit volumes of Ukrainian agricultural products.
Earlier it became known that a marine drone with AI is being tested at the port of Constanta to protect port infrastructure.
