EU plans to include Lukoil and Rosneft in 21st sanctions package

Along with the oil giants, new “shadow fleet” vessels and their insurers may be subject to restrictions.
The EU is considering including Lukoil and Rosneft in the 21st package of sanctions against Russia. This is reported by Politico, citing European diplomats and officials.
The package is planned to be agreed by the end of next week – EU leaders are to discuss it at a summit on June 18. Both companies have already been subject to US and UK sanctions since October 2025 and partial EU restrictions. The new package may introduce a complete freeze of their assets within the bloc.
A separate area is the “shadow fleet”. The list of sanctioned vessels is planned to be expanded, as well as restrictions on the provision of services to them – including insurance. A complete ban on maritime services related to the transportation of Russian oil, however, remains unlikely due to the tense situation on the global oil market.
Another key issue is the price ceiling for Russian oil. The current cap of $60 per barrel expires this summer, and without action, the price will automatically increase according to the regulatory mechanism. The EU is considering options to freeze it at the current level.
At the same time, the EU’s attempt to impose sanctions on foreign ports and banks that help Russia sell oil has met with resistance within the bloc — which risks softening the package.
As USM previously reported, Rosneft’s net profit fell by 73%.
