Over 30,000 Ukrainian seafarers applied through “Diya”


In 2024, more than 30,000 Ukrainians submitted online applications for confirmation of qualifications and assignment of a title.

This was reported by the Ministry for Communities and Territories Development of Ukraine.

“This was made possible thanks to large-scale changes in the field of seafarers’ certification as part of the reform approved by the government at the end of 2022. The main goal of these innovations is to bring the seafarers’ certification procedure in line with international standards and eliminate corruption risks through the digitalization of all key processes,” the message says.

What services are available in “Diya” for Seafarers:

• certification of ship crew members;

• registration for the seafarers’ exam (CES 6) in Ukraine and Poland;

• filing a complaint in case of refusal to issue a qualification document.

It should be noted that in 2024, 70% of submitted applications received a positive decision from the State Qualification Commission for Seafarers. At the same time, 468 appeals and complaints were received, of which 177 were satisfied.
