Ukraine plans to maintain the licensing regime for the export of certain types of agricultural products (grains and oilseeds) to Bulgaria, Romania, Slovakia, Hungary and Poland in 2026.

From October 29, 2025, new trade rules between Ukraine and the EU came into force, which provide for the expansion of tariff quotas and the reduction of import duties for Ukrainian goods.

Wheat exports will suffer the most, and exports of sugar, barley, poultry meat, eggs, honey and apple juice are also expected to fall.

The trade agreement with the European Union meets the ambitions of Ukrainian exports for the next three years.

This will allow preserving the trade volumes achieved during the period of the Autonomous Trade Preferences (ATP) in 2022–2024.

The quota for 500 thousand tons of duty-free corn imports contributed to the increase in prices on the CIF Marmara basis, even despite the limited validity period – until July 31.

The trade liberalization covers more than 40 product lines and is aimed at strengthening cooperation despite pressure from individual member states.

The new duty-free export volumes will come into effect on June 6 — they will be applied within the framework of the updated free trade zone regime.

The Prime Minister said that the restoration of quotas for the import of agricultural products from Ukraine to the EU does not pose any threats in the short term.

The French government complained about grain imports from Ukraine, stating that they were “destabilizing the market.”
