Ukraine has fully used up its wheat export quotas to the EU in 2026


Ukraine has fully used the quota for wheat exports to the EU, which is distributed within the annual volume.

This indicates high demand for Ukrainian agri-food products on the EU market, the UCAB reported.

As of June 1, 2026, Ukraine is actively using tariff quotas within the framework of the Deep and Comprehensive Free Trade Area with the EU — DCFTA. The highest level of use is observed for certain agri-food products, in particular — poultry products, eggs, wheat, dairy products, juices, honey, sweet corn and ethyl alcohol.

Within the framework of the updated DCFTA regime, quotas are administered according to two main approaches, the Ukrainian Agricultural and Food Agency explained. Part of the quotas operates in the licensing mode and is distributed according to certain periods — quarters, half-years or within the annual volume. The rest of the quotas are administered on a First Come — First Serve basis, with the available balance decreasing as applications for quota use are received.

In the licensing regime, the most active use is observed for poultry products and eggs. In particular, as of June 1, 2026, the available quarterly volumes under the quotas for fresh poultry meat, poultry eggs and egg products were used in full. It is important that these quotas are distributed quarterly, so we are talking about the full use of the volume available in the relevant period, and not about the exhaustion of the annual quota in general.

The wheat quota, which is distributed within the annual volume, has also been fully used — this indicates high demand for Ukrainian agri-food products on the EU market.

Earlier, USM reported that exports from the ports of the Odesa region could fall to 4 million tons per month due to Russian attacks.
