Estonia continues cooperation with Ukraine on the restoration of the maritime industry


Estonia and Ukraine continue to coordinate efforts to restore maritime infrastructure.

This was reported by the Ministry ofor Development of Communities and Territorries of Ukraine.

During the meeting, Deputy Minister Andriy Kashuba discussed with the Deputy Secretary General for Maritime Affairs of the Estonian Ministry of Climate, Mr. Kaupo Läänerand, the Ukrainian-Estonian Plan for the Restoration of the Maritime Sector of Ukraine.

“Restoring maritime infrastructure is not only an economic issue, but also an important element of our security and integration into the European transport space. Together with partners, we are working to attract international financial institutions and develop modern maritime infrastructure that will meet the best international standards,” said Andriy Kashuba.

The meeting is a continuation of cooperation within the framework of the joint Memorandum, which was signed in January this year.

The parties also discussed the presentation of the UA Maritime Recovery Plan at international events, in particular at the Ukrainian Recovery Conference (URC) in July 2025 in Rome, the launch of a working group on the UA Maritime Recovery Plan within the Donors Platform, as well as the involvement of international organizations (EBRD, EIB) in financing projects.

The maritime recovery plan is consistent with the national and European transport strategy. In particular, it provides for:

— investments in the maritime sector: construction of new and modernization of existing vessels of various types,

— investments in ports and port equipment,

— demining and clearing of explosive objects from the sea,

— development of new IT solutions for port operations,

— development of environmental and security technologies.

Recall that assistance to the maritime sector of Ukraine from Estonia provides for 600 million euros and support from Grain from Ukraine.
